01 / DATA

Quantitative evidence

Evidence record // housingBurden

In 2022, renter households were more than twice as likely as owner households to spend at least 30% of before-tax income on shelter costs.

33.0% of renters / 16.1% of owners

What this number reveals

National wealth means very little to a household whose place in the country remains conditional on making the next payment.

Open the evidence record

Method and limits

The Canadian Housing Survey covered households in the ten provinces. The 30% threshold is an affordability measure, not a complete account of housing quality, security or local prices.

Open the primary source — Statistics Canada — Housing affordability in Canada, 2022 — Opens an external site

Evidence record // rentalMarket

Across Canada’s largest rental markets, the purpose-built apartment vacancy rate rose in 2025 while average paid rent for two-bedroom units continued to rise.

3.1% vacancy / $1,550 average two-bedroom rent / +5.1%

What this number reveals

A market can loosen on paper while the homes at the bottom remain fiercely contested. Supply matters. Who can afford the supply matters too.

Open the evidence record

Method and limits

The 3.1% rate covers privately initiated apartment structures with at least three rental units in the surveyed census metropolitan areas, not every rental dwelling in Canada. The 5.1% figure is the same-sample change in average two-bedroom rent paid by all tenants, not a change affecting every unit or the turnover-rent rate. Higher vacancy did not mean broad affordability: lower-cost units remained in high demand.

Open the primary source — Canada Mortgage and Housing Corporation — 2025 Rental Market Report — Opens an external site

Evidence record // homeownership

Canada’s homeownership rate declined between the 2011 and 2021 censuses.

69.0% in 2011 → 66.5% in 2021

What this number reveals

A decade of working, paying and participating does not guarantee a larger stake in the place where your life is happening.

Open the evidence record

Method and limits

This is the proportion of all households living in an owner-occupied dwelling. Homeownership is only one form of ownership and does not measure equity, mortgage debt, productive assets or housing adequacy.

Open the primary source — Statistics Canada — Homeownership rate declines from 2011 to 2021 in all provinces and territories, except in the Northwest Territories — Opens an external site

Evidence record // wealthConcentration

At the end of 2025, the wealthiest fifth of households held almost two-thirds of Canada’s household net worth.

Top 20%: 65.7% / bottom 40%: 3.0%

What this number reveals

Almost everyone participates in the economy. Far fewer people hold enough wealth to absorb failure, wait for returns and shape what gets built next.

Open the evidence record

Method and limits

These are estimates assembled from national accounts, microdata, microsimulation models and assumptions; they are distributions of household net worth, not income shares. A quintile is a statistical group, and households within each quintile remain diverse.

Open the primary source — Statistics Canada — Distributions of household economic accounts for income, consumption, saving and wealth of Canadian households, fourth quarter 2025 — Opens an external site

Evidence record // householdDebt

Canadian households owed roughly $1.80 in credit-market debt for every dollar of disposable income in the first quarter of 2026.

179.6% seasonally adjusted credit-market-debt-to-disposable-income ratio

What this number reveals

Debt lets households reach the present. Ownership determines who gains when the future becomes more valuable.

Open the evidence record

Method and limits

This aggregate ratio includes consumer credit plus mortgage and non-mortgage loans and does not describe every household. It should not be read as an individual balance or proof of financial distress.

Open the primary source — Statistics Canada — National balance sheet and financial flow accounts, first quarter 2026 — Opens an external site

Evidence record // naturalResourceAssets

Statistics Canada valued selected Canadian natural-resource reserves at more than one trillion dollars in 2024.

$1.362T

What this number reveals

The measured wealth is staggering. The harder question is what institutions can turn it into lasting capability without reducing the living world to a balance sheet.

Open the evidence record

Method and limits

This preliminary estimate, which is subject to revision, covers selected energy, mineral and timber reserves valued under national-accounting methods. It is highly sensitive to prices and costs and is not a valuation of ecosystems, water, biodiversity, cultural relationships or all natural wealth.

Open the primary source — Statistics Canada — Canada’s natural resource wealth, 2024 — Opens an external site

Evidence record // forestInheritance

Canada had approximately 369 million hectares of forest in 2024, and more than 90% of forest land was publicly owned.

369M hectares / more than 90% public

What this number reveals

This is physical inheritance on a continental scale. It creates obligations, rights and possibilities—not permission to treat living territory as unclaimed inventory.

Open the evidence record

Method and limits

The report classifies 75.7% of forest land as provincial, 12.8% as territorial, 1.7% as federal and 0.8% as municipal; it reports Indigenous tenure separately at 2.1%. These classifications do not imply individual ownership or unrestricted access and do not erase Aboriginal and treaty rights, Indigenous title, jurisdiction, cultural practice or livelihood.

Evidence record // groceryConcentration

The Competition Bureau concluded that Canada’s grocery sector is concentrated and that new and regional competitors face significant barriers to entry and expansion.

Most grocery sales occur in stores owned by 5 grocery giants

What this number reveals

Choosing among concentrated suppliers is not the same as having the power to build another supplier, own productive capacity or keep more value in a region.

Open the evidence record

Method and limits

This is the Bureau’s qualitative market-study finding. The study was not an investigation of specific wrongdoing, and concentration alone does not establish illegal conduct or explain every price change.

Open the primary source — Competition Bureau Canada — Canada Needs More Grocery Competition — Opens an external site

Evidence record // aiAdoption

In the second quarter of 2026, 19.2% of Canadian businesses reported using artificial intelligence to produce goods or deliver services during the previous 12 months.

19.2% of businesses

What this number reveals

The adoption curve is already moving. If machines do more, ownership of the machines, energy, compute and companies becomes even more consequential.

Open the evidence record

Method and limits

This survey result measures reported business use, not labour displacement, productivity, quality, ownership or shared benefit. It does not prove that mass unemployment or abundance is inevitable.
